Doctrine of Restriction, Exclusion, and Punishment Must End
The following is a joint statement from Presente.org and Alianza Americas in response to the recently released data from the 2021 fiscal year that ended in September showing U.S. authorities detained more than 1.7 million migrants along the U.S.-Mexico border:
“Recently released data from the 2021 fiscal year that ended in September shows U.S. authorities detained more than 1.7 million migrants along the U.S.-Mexico border, which reflects the confluence of the economic impact of COVID-19, increasing political instability, and long-standing systems of political, social and economic exclusion which are sadly common throughout Latin America and the Caribbean. In addition, the U.S. has failed to update our understanding of migration as a fundamentally positive event in the life of the nation, and to change our laws accordingly. Instead, we continue to be trapped by a white supremacist and deeply xenophobic narrative and laws that result in a pattern of increasing human rights violations perpetrated against people of color, be them Mexicans, Central Americans, or Haitians. It is not too late to correct this course. The Biden-Harris administration should articulate a truly humanitarian response to what amounts to an unprecedented humanitarian crisis, and properly welcome people, including family groups seeking support and protection,” said Oscar Chacon, executive director of Alianza Americas.
“Millions of migrants seeking safety and protection at our border illustrates the ongoing impact the pandemic, the climate crisis, and growing inequality is having around the world. Furthermore, detaining people who are seeking relief fuels the detention center torture-for-profit apparatus. Early on, the Biden administration issued an executive order to end the federal government’s use of private prisons, but didn’t go far enough to apply this to Immigration and Customs Enforcement (ICE) detention centers. This recently released data is proof that as long as profit incentives are attached to a system of restriction, exclusion, and punishment, the inhumane practice and policy of migrant detention will continue to fester. The Biden-Harris administration needs to change policies as well as the narrative — by recognizing and elevating the tremendous contributions of migrants and refugees. We expect our leaders to act in ways that prioritize care, human rights, and dignity. It’s time President Biden honor the commitments he made on the campaign trail and extend his executive order to end the federal government’s use of private detention centers,” said Matt Nelson, executive director of Presente.org.
“The punitive approach in place until today must be left behind once and for all. The administration can also get real in its commitment to address the root causes of migration and tackle head-on corruption, impunity, and long-standing social and economic policies that keep making the already rich even richer, while ignoring the wellbeing of the majorities. Finally, the Biden-Harris administration, alongside the leadership of the Democratic Party, must ensure that generous immigration protections are included in the budget reconciliation package they are working on. We demand that they do everything in their power to provide permanent legal residency to migrant communities and transform our current asylum system,” concluded Chacon.

La doctrina de la restricción, la exclusión y el castigo debe terminar
La siguiente es una declaración conjunta de Presente.org y Alianza Americas en respuesta a los datos recientemente publicados del año fiscal 2021 que muestran que las autoridades estadounidenses registraron más de 1.7 millones detenciones de personas migrantes a lo largo de la frontera entre Estados Unidos y México.
“Datos publicados recientemente del año fiscal 2021 que finalizó en septiembre muestran que las autoridades estadounidenses realizaron más de 1.7 millones de detenciones de personas migrantes a lo largo de la frontera entre Estados Unidos y México. Esto es un reflejo del impacto económico de la pandemia de COVID-19; y la prolongada y creciente inestabilidad que producen los sistemas de exclusión política, social y económica que, lamentablemente, son comunes en América Latina y el Caribe. Además, evidencia que Estados Unidos no ha actualizado su comprensión de la migración como un fenómeno fundamentalmente positivo en la vida de la nación y no ha modificado sus leyes en consecuencia. En cambio, seguimos atrapados por una narrativa y leyes supremacistas blancas y profundamente xenófobas que dan como resultado un patrón de crecientes violaciones de derechos humanos perpetradas contra personas de color, ya sean mexicanos, centroamericanos o haitianos. No es demasiado tarde para corregir este rumbo. La administración Biden-Harris debe articular una respuesta verdaderamente humanitaria a lo que equivale a una crisis humanitaria sin precedentes, y dar la bienvenida de manera adecuada a las personas, incluidos los grupos familiares que buscan apoyo y protección”, dijo Oscar Chacón, director ejecutivo de Alianza Americas.

Además, detener a personas que buscan ayuda alimenta el aparato de tortura con fines de lucro que significan los centros de detención. Al principio, la administración Biden-Harris emitió una orden ejecutiva para poner fin al uso de prisiones privadas por parte del gobierno federal, pero no fue lo suficientemente lejos para aplicar esto a los centros de detención del Servicio de Inmigración y Control de Aduanas (ICE, por sus siglas en inglés). Estos datos recientemente publicados son una prueba de que mientras los incentivos de lucro estén vinculados a un sistema de restricción, exclusión y castigo, la práctica y la política inhumanas de detención de migrantes continuarán vigentes. La administración Biden-Harris necesita cambiar las políticas y la narrativa, reconociendo y elevando las grandes contribuciones de las personas migrantes y refugiadas. Esperamos que nuestros líderes actúen de manera que prioricen la atención, los derechos humanos y la dignidad. Es hora que el presidente Biden cumpla las promesas hechas durante la campaña y extienda su orden ejecutiva para poner fin al uso de los centros de detención privados por parte del gobierno federal”, dijo Matt Nelson, director ejecutivo de Presente.org.
“El enfoque punitivo vigente hasta hoy debe dejarse atrás de una vez por todas. La administración Biden-Harris también puede retomar con seriedad su compromiso de abordar las causas fundamentales de la migración y abordar de frente la corrupción, la impunidad y las políticas sociales y económicas de larga data que siguen enriqueciendo aún más a los que ya son ricos, ignorando el bienestar de la mayoría de personas. Finalmente, la administración Biden-Harris, junto con el liderazgo del Partido Demócrata, debe garantizar que se incluyan generosas protecciones migratorias en el paquete de reconciliación presupuestaria en el que están trabajando. Exigimos que hagan todo lo que esté a su alcance para brindar residencia legal permanente a las comunidades de migrantes y transformar nuestro sistema de asilo actual”, concluyó Chacón.
